Dr Erika Isabel Bulan Yague is a Filipina scholar-practitioner specialising in the Youth, Peace and Security (YPS) agenda and in the dynamics of participation and inclusion across peacebuilding, emergencies, and governance contexts. She is the lead drafter of the Fourth United Nations Secretary-General’s Report on Youth, Peace and Security (YPS) and serves on the Advisory Group for the Second Independent Global Progress Study on YPS. Erika holds a PhD from Griffith University, a Master’s in Peace and Conflict Studies from The University of Queensland, and a Bachelor of Science in Community Development (Cum Laude) from the University of the Philippines Diliman.

As a scholar-practitioner, Erika brings more than a decade of experience across policy, practice and research, working with the United Nations, ASEAN, government institutions and civil society organisations. She was the lead author of the ASEAN-IPR Regional Study on Youth, Peace and Security (2025), co-editor of Youth Leading Change: Emerging Sites of Knowledge in Peace and Conflict (Palgrave, 2025) and has contributed to key policy resources on inclusion and youth engagement.

Erika’s research draws on feminist, decolonial, and Filipino frameworks. She examines how young people and local actors shape peace and political change in the Philippines and beyond.
